IMPD: 18-year-old arrested in relation to November 2024 fatal shooting
INDIANAPOLIS — An 18-year-old was arrested on Monday in relation to a November 2024 fatal shooting on the east side of Indianapolis.
Officials with the Indianapolis Metropolitan Police Department said that Stanley Proctor Jr. was taken into custody by homicide detectives on Monday. This comes after 26-year-old Frederick Martin III was shot and killed in early November 2024.

According to previous reports, officers found Martin suffering from a gunshot wound in a liquor store parking lot after they were called to a shooting in the 1500 block of North Arlington Avenue on the evening of Nov. 8, 2024.
At that time, Martin was pronounced dead on the scene, and police said that there was reportedly some kind of disturbance that led to the shooting.
According to Tuesday’s update from IMPD, homicide detectives later identified Proctor as the suspect in the case after an investigation. Detectives then requested assistance from the department’s violent crimes unit in locating Proctor.
“After a few weeks and several attempts to locate him, VCU detectives successfully negotiated a peaceful surrender with Proctor Jr.,” the IMPD update read. “He turned himself in to detectives on Feb. 24, 2025 without incident.
IMPD officials said that the Marion County Prosecutor’s Office will make the final charging decision for Proctor.
